Direction of poverty policy for the poor households with work ability

Abstract
This study explored the direction of poverty policy for the poor household with work ability in both macro and micro level. First, in the macro level, I analyzed if there are any differences in the characteristics of poverty between the poor households with work ability and without work ability, using the Korea Labor and Income Panel Study(KLIPS). The results showed that the poor households with work ability had shorter poverty periods and shallower poverty depth than those without work ability. The review of the poverty policy of western developed countries showed that they have had separate poverty programs for the poor with work ability. Second, I explored the experience of the U.S. on the poverty policy for the poor with work ability. The results suggested that the traditional welfare policy, such as earning disregards and voluntary training programs, were unsuccessful in increasing self-sufficiency among the poor with workability, because they increased the benefits of the recipients. On the other hand, the recent welfare reform policies, which have pushed the recipients to leave welfare rolls and at the same time supported their establishment in labor market, have been successful in increasing the self-sufficiency of the poor with work ability.
